Is not He who created the heavens and the earth Able to create the likes of them? Yes, it is so; and He is the Knowing Creator. Yā-Sīn 36:81

“Whoever says, a hundred times in a day: There is no god but Allah alone, without partner; His is the dominion and His is the praise, and He has power over all things — it is for him the equal of freeing ten slaves; a hundred good deeds are written for him, and a hundred bad deeds are wiped away from him …” Ṣaḥīḥ al-Bukhārī 3293 · Ṣaḥīḥ Muslim 2691

The word

Qādir is from power over a thing: qadara, yaqdiru, qudrah — he is qādir and qadīr, as al-Khaṭṭābī says. Allah described Himself as having power over everything He wills, touched by no weakness or slackening. Qādir may also mean the one who measures out a thing — qadartu and qaddartu mean the same; and so al-Khaṭṭābī explains what came of Yūnus, peace be upon him, and his thinking that We would not “have power over” him: that is, would not measure out punishment for him — for a prophet of Allah could never think that Allah had no power over him in any state. Az-Zajjāj says: Allah is the One who has power over what He wills; nothing weakens Him, and nothing He seeks escapes Him.

Of Him

Al-Ghazālī says: al-Qādir and al-Muqtadir both mean the One of power, but al-Muqtadir says more. Power is that by which a thing is brought into being measured out by the measuring of will and knowledge, falling out in accord with them. The Able is the One who, if He wills, does, and if He wills, does not; it is no condition of it that He must will. Allah is able to bring the Hour now, for if He willed He would bring it; if He does not bring it, it is because He has not willed it, for what went before in His knowledge of its appointed term and time — and that is no flaw in His power. The absolutely Able is the One who originates every existing thing, alone in it, needing no one’s help — and that is Allah, exalted is He. Al-Ḥalīmī says: His acts are plain to see, and act by choice appears only from one who is able and not weak, as it appears only from one who is living and knowing.

The servant’s share

Al-Ghazālī says: as for the servant, he has power of a kind, but it is lacking: it reaches only some of what is possible and cannot originate; rather, Allah, exalted is He, originates what the servant can do, by way of the servant’s power, whenever He has readied for him all the means of its coming to be. Al-Qushayrī says: the Real’s power is fit for creating, and the servant’s power is fit for acquiring; the servant is not described as able to create, nor the Real as able to acquire. Az-Zajjāj says: the able one among us, though he deserves the word, has a borrowed power — a trust with him from Allah — and may be weak in one state and able in another. So the servant’s share is to use the borrowed power in what pleases its Lender, and to say, as the Prophet ﷺ taught him in the prayer for guidance: “for You are able and I am not.”

A taste

Al-Qushayrī says: whoever knows that He, Mighty and Majestic, is able fears the onslaught of His punishment when he disobeys, and hopes for the gentle gifts of His mercy and blessing when he asks and is in need — not by the means of his own obedience, but by His generosity and grace. And whoever knows that He is able leaves off taking revenge, trusting in His; His taking the servant’s part is more complete than the servant’s revenge for himself — so it was said: beware of one who has no helper but Allah. Know that Allah, exalted is He, is generous: He has power, yet He forgives; He knows, yet He is forbearing. Power, for the servant, stirs fear and hope together: he fears because He is able, and hopes because He is able. Whoever remembers each day that He has power over all things thinks no need too great for his Lord, and no sin too small before Him.

In their own words

The Able is the One who, if He wills, does, and if He wills, does not; it is no condition of it that He must will. Allah is able to bring about the Hour now, since if He willed He would bring it about; if He does not bring it about, it is because He has not willed it and does not will it, for what went before in His knowledge of the measuring of its term and its time — so that is no flaw in the power. The absolutely Able is the One who originates every existing thing, alone in originating it, needing no one else’s help in it — and that is Allah, exalted is He.

Imam al-Ghazālī, al-Maqṣad al-Asnā, p. 134

The Able is the one who has power; and the reality of power is that by which what is willed is measured out according to the doer’s aim in its coming to be. Then the way of its coming to be differs, into creating and acquiring: the Real’s power is fit for creating, and the servant’s power is fit for acquiring. So the servant is not described as able to create, nor is the Real described as able to acquire.

Imam al-Qushayrī, at-Taḥbīr fi-t-Tadhkīr, p. 127

Allah is the One able to do what He wills; nothing weakens Him and nothing He seeks escapes Him. The able one among us, though he deserves this description, has a borrowed power — a trust with him from Allah, exalted is He — and weakness may befall him in one state and power in another; but Allah, exalted is He, is al-Qādir: no weakness finds its way to Him, and nothing escapes Him.
