Allah witnesses that there is no deity except Him, and the angels and those of knowledge — maintaining in justice. There is no deity except Him, the Exalted in Might, the Wise. Āl ʿImrān 3:18

“The just will be with Allah on pulpits of light, at the right hand of the All-Merciful, Mighty and Majestic — and both His hands are right: those who are just in their judgement, with their families, and in whatever they are given charge of.” Ṣaḥīḥ Muslim 1827 · Sunan an-Nasāʾī 5379

The word

Al-Khaṭṭābī says: al-Muqsiṭ is the One just in His judgement; one says aqsaṭa, so he is muqsiṭ, when he is just, and qasaṭa, so he is qāsiṭ, when he is unjust — the hamzah of aqsaṭa strips away the injustice in qasaṭa. Az-Zajjāj says: Abū ʿAlī said, this is taken from qisṭ, a portion; to say “he gave him his qisṭ” is as if to say he gave him the fair share that was his. Al-Ḥalīmī says: He is the One who gives His servants justice from Himself — justice — and He may be the One who gives each of them a share of His good. The name comes in the ḥadīth, and the verse of Āl ʿImrān above tells that Allah maintains justice.

Of Him

Al-Ghazālī says: al-Muqsiṭ is the One who gives the wronged their due from the wrongdoer; and His perfection in it is that He adds, to satisfying the wronged, satisfying the wrongdoer as well — the utmost of justice and fairness, which none but Allah can do. Al-Qushayrī says: the meaning of the Just, as His description, is that all His acts are good. And it is said: as the wrongdoer hopes for Allah’s mercy, so does the wronged; when the wronged is given his due from the wrongdoer, that is a mercy from Him — and were he not given it, He would have had mercy on the wrongdoer and none on the wronged, and the Wise, the Just, is far above that. In the ḥadīth above, the just are at the right hand of the All-Merciful, and both His hands are right. An-Nawawī says: this is among the ḥadīths of the attributes; we believe in it, holding that its outward sense is not what is meant; and he reports from Qāḍī ʿIyāḍ that the meaning is a fine state and a lofty rank, and that “both His hands are right” is a pointer that “right hand” does not mean a limb — Allah is exalted above that.

The servant’s share

An-Nawawī says in explaining the ḥadīth above: this merit is for whoever is just in what he has taken on — a caliphate, an emirate, a judgeship, the office of public order, the care of an orphan, a charity or an endowment — and in what he owes of the rights of his family and dependants. So the servant’s share in al-Muqsiṭ is to be just in all he is given charge of, even between two children in a kiss, or between two disputants in a glance. Shaykh Zarrūq says: whoever knows that He is al-Muqsiṭ fears His justice and hopes for His bounty. And higher than justice is to take on this name in its perfection, as al-Ghazālī describes it: to give the wronged his due, and then to mend what lies between him and the wrongdoer, leaving no rancour in the hearts.

A taste

In the verse of Āl ʿImrān above, Allah bears witness to His own oneness and then describes Himself as maintaining justice. For the people of tawḥīd, justice is the fruit of oneness: the One who has no partner leans towards no one, favours no one and fears no one. In the ḥadīth above the Prophet ﷺ gave the just a seat of pulpits of light: whoever holds the balance between people while his desire pulls him to lean is raised upon a light that never leans. Whoever beholds that al-Muqsiṭ is the One who has portioned out provision and destinies among His servants envies no one for what He gave him, and never suspects his Lord over what He held back; every portion from al-Muqsiṭ is justice, even when the servant cannot see its face.

In their own words

He is the One who gives the wronged their due from the wrongdoer; and His perfection in it is that He adds, to satisfying the wronged, satisfying the wrongdoer as well. That is the utmost of justice and fairness, and none but Allah, glory be to Him, is able to do it.

Imam al-Ghazālī, al-Maqṣad al-Asnā, p. 142

Al-Muqsiṭ is the One just in His judgement, who is never unfair and never unjust. One says aqsaṭa, so he is muqsiṭ, when he is just in judging, as He says, exalted is He: and act justly. Indeed, Allah loves those who act justly. And qasaṭa, so he is qāsiṭ, when he is unjust, as He says, exalted is He: But as for the unjust, they will be, for Hell, firewood.

Imam al-Khaṭṭābī, Shaʾn ad-Duʿāʾ, p. 92

It is said: as the wrongdoer hopes for the mercy of Allah, exalted is He, so does the wronged. When the wronged is given his due from the wrongdoer, that is by a mercy from Him; and were he not given his due, He would have had mercy on the wrongdoer and none on the wronged — and the Wise, the Just, is far above that.
